In one of history’s largest coordinated law enforcement actions, authorities have shut down Kidflix, a streaming platform dedicated to child sexual abuse material (CSAM). The operation, codenamed “Operation Stream,” involved 38 countries and has been described by Europol as the largest effort ever undertaken to combat child sexual exploitation.
## The Scale of the Platform
The platform, launched in 2021, had accumulated approximately:
– 1.8 million users worldwide between April 2022 and March 2025
– 190,000 registered users
– 72,000 videos at the time of seizure
– A total catalog of 91,000 unique videos
– An average upload rate of 3.5 new videos per hour
## The Takedown Operation
On March 11, 2025, German and Dutch authorities seized the server hosting the platform. The multi-year investigation, which began in 2022, has resulted in:
– 1,393 individuals identified globally through payment transaction analysis
– 79 arrests to date for distributing CSAM
– Over 3,000 electronic devices seized
– Some suspects also accused of directly abusing children
## How the Platform Operated
Kidflix operated using a token-based system:
– Users made payments using cryptocurrencies, which were converted into tokens
– Offenders could earn tokens by uploading CSAM, verifying video titles, and categorizing content
– Videos were uploaded in multiple quality versions, requiring payment to unlock higher quality
## International Response
The operation involved law enforcement from 38 countries across Europe, North America, Australia, and beyond. In the Netherlands alone, 13 suspects have been identified, though no arrests have been made there yet.
Catherine De Bolle, Europol Executive Director, emphasized: “The digital dimension has driven a rapid evolution in online child sexual exploitation… Some attempt to frame this as merely a technical or cyber issue – but it is not. There are real victims behind these crimes, and those victims are children.”
This operation coincides with the European Commission’s introduction of ProtectEU, a new internal security strategy aimed at better detecting cyber threats, fighting organized crime, and improving intelligence sharing across Europe.
